USCON is a specialist enterprise data practice. Engagements are led, not just sold, by a practitioner who has held accountability for data programs inside large regulated organizations.
Why we exist
Enterprise data governance has a credibility problem, and it is largely self-inflicted. Too many programs are sold as frameworks, delivered as documentation, and quietly abandoned once the consultants leave — because nobody involved had ever had to operate the model they designed.
USCON was founded on the opposite premise. That changes what gets recommended: fewer artifacts, more working structures, and a bias toward things your team can still run after we are gone.
Leadership
Usman Najam Moghal leads USCON. He has 17 years in enterprise data management, data governance, and data quality, across director-level and consulting leadership roles in financial services, insurance, pharmaceuticals, professional services, and the public sector.
He has established enterprise data management and governance functions from scratch, advised chief data officers on strategy and investment, chaired data governance executive councils, and led tool evaluations and procurements across the major governance platforms. On the delivery side: data quality frameworks, hundreds of column-level business rules, catalog and lineage implementations, and more recently AI-driven quality and agentic stewardship architecture.
Career background
Data governance and quality leadership roles have included engagements at Deloitte, Guardian Life, the New Jersey Courts System, KPMG, and Bristol-Myers Squibb, alongside a directorship in data management, governance, and analytical solutions at Prudential Financial. Earlier consulting engagement leadership covered clients across banking, insurance, pharmaceuticals, and communications.
He holds a Bachelor of Business Administration in Management Information Systems from Temple University's Fox School of Business, Philadelphia.
